Register for the First Time

In this tutorial, you will learn how to register for a parking permit for the first time.


The process in this tutorial applies to Faculty, Staff and Students.


  1. Enter your WCU username.   


    The same one you use for email and to access the campus network.

  2. Press [Tab].

  3. Enter your Password.

  4. Click the Log in button.

  5. Since you have never registered for a permit, your name is not in our database.  Please enter your information on this form.


    Complete all fields on the form.

  6. When the form is complete, click the Submit button.

  7. Since this is the first time you are registering for a parking permit, you must enter your address.


    Click the Add button.

  8. Complete all required fields (* indicates a required field).


    If entering a dorm address, please use Building and Room fields.

  9. When you have completed the form, click the Add button.

  10. Click to select your current address.

  12. Since this is the first time you are registering for a parking permit, you must add your vehicle information.


    Click the Add button.

  13. Complete all required fields (* indicates a required field).


    If a drop down does not contain your vehicle's information, select NOT LISTED.

  14. When the form is complete, click the Save button.

  15. Click to select your vehicle.

    Click Decal Type

    Select the appropriate Decal Type.

    Select the item which best describes the decal type you are purchasing.   Permit eligibility will be reviewed at time of pickup.


    In this example, we'll select $30.00 COMMUTER.

  21. Click Payment Option

  22. Select your method of payment:  CREDIT CARD (ONLINE ONLY)

  24. Verify your information:


    If everything is correct and you are ready to request your decal, click the Submit Transaction button.  Only click the button once.


    Have a printer ready to print your receipt.

  26. You will be taken to credit card processing to submit your credit card information.  Once you confirm your payment information at QuikPay, you will be automatically returned to the West Chester Parking Permit Receipt page at which time your transaction has been completed.


    In addition to your Parking Permit Receipt page, successful credit card payments will receive an email confirming payment.


    Note:  All fields are required.

  27. When you have completed the form, click the Continue button.

  28. Verify your Credit Card information is correct:


    To submit a payment, click the "Confirm" button

    To make changes, click the "Edit" button

    To cancel a payment, click the "Cancel" button

  29. If everything is correct, click the confirm button.

  30. This is your Parking Permit Receipt.

    Scroll down to print it.

Please allow seven (7) days before picking up your permit:  


Bring a copy of your printed receipt  along with your driver's license and vehicle registration to Public Safety, 690 South Church Street.
